Could not download files from rockstar ps4

Has anyone confirmed whether or not this message appears due to an IP ban??? I'm very curious seeing I get this message at least twice a day lately. Except I have an ethernet cabled to my ps4 directly to my laptop that's using different IP addresses so I always manage to get back on without any issues other than maybe restarting the ps4.

Question: If I buy a new boxed version of GTAV PC with DVD discs, can I use the Rockstar Activation Code in the box on the GTAV PC Social Club Activation page to download the game instead of installing from the discs? Question: If I activate a new boxed version of GTAV PC 6/17/2019 . GTA 5 is not connecting online at all here in the USA .I sent 5 request to Rockstar and no answers back. I called Take Two Interactive and they would not help in anyway shape or form . If anyone knows what Rockstar is doing please let us know .
